My windshield glass seems to have one million mini-bubbles in it when sunset hits it. It looks like when you have tinted and there was tinny air bubbles left in there. It makes it uncomfprtable to ride in the afternoon.

Has anyone experienced this?

At sunset it shines as if it was dirty from millions of mini particles. Cleaning has done nothing and it seems (at closer inspection) that the mini bubbles are trapped in the window ... they don't seem to be superficial.

My first guess was that the car came with a window prtector shield and the dealer did not clean it properly, but again, it seems the grains are in between the glass layers. Any ideas?

Maybe a bad lamination job at the factory. Windshields have layers of adhesive film that hold the glass together in an impact. Take it to the dealer and get a new one. I would use the "safety" card, dealers don't like to turn down complaints related to safety. I think it has something to do with lawyers....I could be mistaken though. ::)
