To any sales people:

What are the chances of getting a test drive in a GTI with an out of state license? Also, if we don't plan on buying the car now, but in a few months ad in a different state, is there any chance of getting a drive if we are up front with the dealer?

When out of town on business I've hit the car lots just to kill some time in the evening. Told the salespeople exactly that, and sometimes they still tried to get me out on a drive. I say if you're upfront, all they can do is say no, and they will appreciate your honesty if nothing else. Chances are they'll be looking for an excuse to get out in a GTI themselves.
