OEM HID/halogen bulb questions

i have an 06 gti 2.0t. the oem hid bulb is phillips 85122/D2S 4300k correct? and wtf's up with the halogen headlights cuz the only time they can be used is when the cars off and i put the high beams on. is there a way to run them instead of the HID temporarily cuz 1 of my HID's is out. And where can i find a set of 2 HID bulbs that fit my car. i dont care if they are the bi-xenons or not cuz i never use high beams. Someone give me some info here please. ****s got me confused. thanks
