25? I can't imagine you getting 25mpg in anything thalo. As heavy as your foot is, I waa thinking closer to 12 LOL
and yes, they have to pull the little white plastic off and put on the vw caps and take the blocks out of the wheels and insert the fuses and set the computer. And a few more things have to be calibrated.

I was once driving to work, just really punching it, there was very little traffic. Look at my consumption and it's like 18L/100km, which is equivalent to average consumption on a Cadillac Escalade and I decided to ease off a little.
